Summary
On June 30, 2010, the CPSC released a ballot vote sheet along with a Notice of Proposed Rulemaking (NPR) related to Full-Size and Non-Full-Size cribs. The Commission is recommending an NPR under section 104(b) of CPSIA for Full-Size and Non-Full-Size cribs that is substantially the same as the proposed standards (soon to be published) ASTM F1169-10 and ASTM F406-10 with certain modifications.
In addition, the CPSC is requesting the revocation of 16 CFR Parts 1508 and 1509, related to crib requirements, and a draft Advance Notice of Proposed Rulemaking (ANPR) published in 1996 concerned with the disengagement of crib slats.

Background Summary
Under the
Consumer Product Safety Improvement Act (CPSIA), the Consumer Product Safety Commission (CPSC) is required to study current industry safety standards related to certain infant and toddler products and to assess whether those standards as written would be considered sufficient safety standards. They are also responsible for recommending modifications to those standards for stricter safety testing criteria as judged necessary.
Summary of Draft Notice of Proposed Rulemaking for Full-Size Cribs
The commission is recommending that the proposed ASTM F1169-10, Standard Consumer Safety Specification for Full-Size Cribs be accepted as mandatory with the following modification. The 2010 version includes a statement that screws and bolts shall be retightened between the crib side latch test and the mattress support impact test. The CPSC is recommending that this retightening step not be conducted.
In addition, the F1169-10 version includes significant changes from the 2009 version. Included within the 2010 version are new requirements for openings, sharp points, scissoring hazards, opening requirements for mattress support systems, cyclic side (shake) test, a revised impactor to use for the mattress support impact test, requirements for fasteners and wood screws, a revised slat strength test, requirements for crib attachments (ie. bassinet), and revised warnings. Many other editorial changes were also made to the 2010 version.
Summary of Draft Notice of Proposed Rulemaking for Non-Full-Size Cribs
The Commission is recommending that the proposed ASTM F406-10, Standard Consumer Safety Specification for Non-Full-Size Cribs be accepted as mandatory with the following modifications:
Replace existing mattress support impact test and side impact test with similar test from F1169-10. This test is more stringent and will harmonize the two crib standards.
Include a test requirement for movable side latches.
A recommendation that the mandatory standard clarify that specific sections of the standard are not applicable to rigid sided non-full-size cribs.
Recordkeeping requirements be added within the general requirements section as opposed to the appendix.
